Yeah, but you have to have enabled it in the options menu first.

To enable the console in the options menu go to:
Options, then click on the "keyboard" tab, and click on the "advanced" button at the bottom, then there should be a checkbox saying "Enable Developer Console". Tick that, and when you play ` will bring up the console. (It's the ` key tothe left of 1)

Azerty? |
Azerty is the Belgian keyboard division. The first 6 letters on the keyboard on belgian keyboards is Azerty, yours is probably qwerty and mine (which is german for some reason) qwertz
