yeah, i had it down to basically the answer, and then i couldn't figure it out...the answer was so close, but i forgot to do something really simple...

i got one!!!
a clown lives on the top 14th floor of his huge apartment building. Every day he goes to work in the morning and takes the lift (elevator) down to the ground floor. He then waits at the bus stop to go to work. When he comes back from work he takes the lift up to the 7th floor then walks the rest of the way up the stairs except if there is somebody else in the lift or if it was raining.
